Studies show that comprehensive climate and clean energy legislation will provide long-term savings for consumers, reduce our dependence on oil, create millions of new jobs, and put our nation back in control of its energy future. The Environmental Protection Agency (EPA), the Joint Program on the Science and Policy of Global Change at the Massachusetts Institute of Technology (MIT), the Peterson Institute for International Economics, and Climate Works have all concluded that household income will grow robustly under comprehensive clean energy and climate legislation. Recent work from the independent Peterson Institute and ClimateWorks both establish that the Senators Kerry and Lieberman’s American Power Act would lead to new jobs for American workers. Oil and fossil fuel-funded groups such as Freedomworks and Americans for Prosperity (AFP) have lashed out at the comprehensive Kerry-Lieberman American Power Act, labeling it an "energy tax" that would increase unemployment. But a recent independent economic report by the Peterson Institute has thrown cold water on these special interest PR tactics. The May 20 report shows that the American Power Act would increase employment by 200,000 jobs by 2020. Household energy costs would also decline due to greater energy efficiency. ACES is a critical step to create 1.7 million jobs for Americans. Through direct investment in clean energy and the leveraging of private investment by putting a price on carbon, ACES will fuel a new era in clean energy development in the U.S., along with the businesses and jobs to support it. Combined with the American Reinvestment and Recovery Act (ARRA), ACES will help spur $150 billion in clean energy investments, which will create 1.7 million good-paying jobs throughout the United States. Clean investments create more jobs across all skill and education levels than comparable investments in fossil-fuel energy sources because clean energy is more labor intensive.
In fact, clean energy investments create 3.2 times as many jobs as fossil-fuel investments overall. Clean energy investments also create 5.5 times as many jobs accessible to workers with few educational credentials and little work experience, compared to fossil-fuel investments - 871,000 such jobs. Furthermore, 75% of those clean energy jobs provide opportunities for advancement and higher salaries. As a result, ACES will help to remobilize our work force and enable workers to raise themselves and their families out of poverty. But, in NREL's own words: "The recent report from King Juan Carlos University deviates from the traditional research methodologies used to estimate jobs impacts. In addition, it lacks transparency and supporting statistics, and fails to compare RE technologies with comparable energy industry metrics. It also fails to account for important issues such as the role of government in emerging markets, the success of RE exports in Spain, and the fact that induced economic impacts can be attributed to RE deployment. Finally, differences in policy are significant enough that the results of analysis conducted in the Spanish context are not likely to be indicative of workforce impacts in the United States or other countries."
